ARTICLE IV.

Any British subject who desires to retail spirituous liquors in Siam must take out a special licence for that purpose. This licence shall be given free of charge by the Siamese authorities, who shall in no case refuse to issue it to any British applicant on the recommendation of Her Majesty's Consul.
